Overview
This canon requires presbyters and deacons to act with the bishop’s counsel because the bishop is accountable for God’s people.

2Concerning consultation with the bishop: No presbyter or deacon shall do anything without the counsel of the bishop, for he is the one entrusted with the people of God, and he is also the one who must answer concerning their souls.
