Canon 13
Overview
This canon prohibits a bishop from abandoning his see, people, and command to seek another nation, unless he is summoned by other bishops to resolve a dispute or to ordain someone in his own country; if he does so without such cause, he is to be expelled and abandoned.
1Abṭelis, 13. If a bishop does not leave his see, his people, and his command, but seeks another nation, unless he is summoned by other bishops to resolve a dispute or to ordain someone in his own country, let him be expelled and abandoned from his name. If he is summoned by bishops to resolve a dispute or to ordain someone in his own country, let him be received and confirmed until the dispute is resolved.
